摘要: 从新的角度对构建国家预警系统所基于的理论依据进行了分析,提出了国家安全因素层次以及相互作用的数学模型;简要概述了预警系统功能与特征;重点介绍了该系统构建的方案以及系统运行的任务和时序,使该系统能适应新的国家安全形势以及国家安全环境,有效维护国家安全。

Abstract: National security is a foundation which a nation has been existing and developing. Building a national security pre-warning system which bases on new international situations and national security traits is a important measure by which many nations will safeguard national sovereighty and interests. The theory gist the system based on will be analysed from new point of view.The paper will put forward national security factor's levels and their interactional mathematics model; and will summarize briefly the system's function and characteristic; and will show emphases on the building plan and task and list of the system.
