Abstract: Evaluation system of government administration on civicism is important to orientation, level and direction of city developing, whereas in world a integrated evaluation system haven't been bring up at present. The paper introduces the Analytic Hierarchy Process (AHP), trying to improve a evaluating system, which been synthesized from all kinds of evaluating index. The evaluating system is based on the common quality of city development and construction, promoting the research on evaluation system of government administration on civicism.
