Abstract:
The fuzzy comprehensive evaluation method based on WOWA operator is presented for solving the problem that the current network operational quality method can't simultaneously reflect the metrics' importance and decision-maker's preference. The WOWA operator combines the weights which reflecte the importance of metric and the weights which reflecte the importance of the decision-maker's preference, so that it completely consideres the importance of the metrics and decision-maker's preference in the aggregation process. The case study shows that the method in comparison with the normal fuzzy evaluation method can not only achieve the correct evaluation results, but also reflect the decision-makers' preference.
